's the ryan plan in the budget that congressman ryan got through the house of representatives. it's a to turn it into a voucher program where they get a voucher and go out and shop and buy insurance. that's a terrible idea, dead against it, and i would oppose it as firmly as i could. the issue with medicare is the same with the issue with anthem or any other payment mechanism. hospital and medical costs are going up faster than inflation. what we have to do is figure out a different payment mechanism which we're working on here in maine under the affordable care act called accountable care organizations. there's one in portland through maine health, one in eastern maine, one in louistown, and one in augusta. we're paying for health, prevention, and primary care rather than paying procedures. that's the secret we have to go to, and it's happening right now in maps, and we're already seeing results. i talked to the directer of the hospital at eastern maine seeing results from that way of handling health care to bring the costs down, and that's the way we'll save medicare. >> moderator: all righ

of paul ryan as the running mate for romney and many other factors, arguably what you've done for the state there some people would say, it's now a toss-up? >> well, it really is. poll after poll, it's about as close as a tie as you can get. 49-49 repeatedly in a number of polls out there. most importantly, the poll that's conducted on tuesday. you take all the work that was done early this year, where we made 4 1/2 million voter contacts in the state of 5.7 million. we had tens of thousands of volunteers help us in my election earlier this year. that excitement it happened on. it certainly got accelerated when paul ryan was added to the ticket. not just because he's from wisconsin, but because in his district, which is evenly matched between republicans and democrats, there is there has always been a high level of respect even in the blue collar work class union towns like janesville because of the hard work paul ryan has done and will do. most importantly after that first debate in denver, we saw an increase in the polling, equally as important, an increase in volunteers aft

part of the state. this is an area where paul ryan knows we develop. he is from janesville nearby. 10 lech coral votes in play in wisconsin can republicans take the state as they argue? >> i think it is absolutely in play. look at recent history in wisconsin, go back two now, where a few thousand votes separated george w. bush and 2004 where john kerry and george w. bush were very close. and then you look at some of the built-in advantages republicans have in the state today, whether paul ryan being on the ticket. whether scott walker having won his recall election on june 5th and expanded his margin from 2010. reince priebus being chairman of the republican national committee. republicans are pretty fired up in wisconsin these days. bill: you mentioned 2004, here are the results, 50-49 kerry over bush. it was less than that. it was .35% of the total vote in the state. >> right. bill: so your point is well-taken. go back to 2008. i want to pop down to ohio because later tonight in the southwestern corner of the state, hamilton county, city of cincinnati, westchester, ohio, is the town

, which would be the ryan plan, or what about some variation on that? call it 20%, call it 10%. what would it do in a situation like this? obviously he said it would be absolutely disastrous to their ability to respond to disasters. >> well, of course, it would be. i mean, look at what's happened. just suppose the last five or six years we've had these kinds of massive disasters where fema has been needed to come in. the federal government has been needed to come in almost once every year. so when we have these conversations and these political fights, and that's really, frankly, what i think is a little shameful about the event romney did today. it's fine to say, people, it's in our human nature, we want to get out there and kind of help. i wish he would have directed people to the most effective way to help the red cross. then to not have the guts to answer the question about fema and the role of fema after he stood on that stage and tried to puff up his chest and sound like he's his tough guy saying we need to cut fema, when the truth is if you talk to people like chris christie and oth

that is the rise in plan that was in the budget -- is in no vouchers. that is in the ryan plan that was in the budget. i think this is a terrible idea. i am against it and would oppose it as firmly as i could. medicare is the same with an anthem or any other payment mechanism, hospital and medical costs are going up faster than inflation. what we have to do is figure out the different payment mechanism which we are working on under the affordable care act. there is one in portland. there's one eastern maine. there's also one in the dustup. we're starting to pay for health and prevention instead of procedures. i think that is the secret we have to go to. it is happening right now in maine. we're already seeing results. they are already seeing results from that way of handling health care to bring the cost down. that is the way we will save medicare. >> i want to mention that there is $10,000 worth of checks that are there from the attack pledge that did not come through. medicare is critically important. >> you can keep your money, thanks. >> your welcome. >> we have a one-sided
